There is a small pond on a WPA near my home town. The lake comes all the way up to the adjacent gravel road. I understand that you cannot take motorized vehicles on WPA land but is water included with that if it butts up to the road?

I'd say it's open to fishing. No moterized vehicles, so you'd be walkin.

Not saying you can here but there is a lake just west of Vally City ND where I live that is on a WPA and there are people driving out there every winter. It is closed to fishing in the summer so there aren't boats on it. But come the ice then you can fish after the Water Fowl have migrated through. So I would try to find the person in charge and ask. Granted this WPA is in ND which usually has a little looser laws than MN maybe it doesn't matter state to state.
