Why is motor trolling illegal on some waters?

Does anyone know what the reasoning behind this law is? I'm not trying complain or start any kind of debate. I'm just wondering about the philosophy behind the rule.

It used to be said that muskies would hit boat props if they were spinning. They usually lost that fight.

Funny, I've never had one hit the prop of my trolling motor. This law needs to be reviewed again. Seems a little outdated.

A search from the main page of the dnr's HSOforum for trolling points to the "history of trolling" in WI. Basically sounds like the speaking marjority is slightly in favor of *not* having widespread trolling.
