Retractable Wheel Problems

This problem is most likely of my own doing but I'm not sure what to do. This will make the 3rd season for my 6 1/2x 12 retractable wheel house. My problem is that the wheel on one side won't crank down. It goes about 1/2 way down and there it stays. I thought it was fixed after spraying some rust penetrant into the wheel hinge prior to deer hunting season but now its worse than ever. Can this be fixed by greasing or is this going to take something more complicated? A search on this didn't result in anything so I'm hoping that someone can provide some light on this.

You may need to pull the assembly off at the hinge point and clean up the surfaces with sand paper and then lube with some grease and re assemble.

You could have rust, dirt, dried grease, ect... stuck in there that won't allow it to piviot properly. I have friends that have had to do this on occation. Make it part of your annual pre-ice maintanance if it is not a big deal to pull off the assembly.
