Shrinking avatars to proper pixel size

I probably shouldn't even open this pandora's box until I have some idea of what I'm doing...but...

I found some avatars that interest me, but the pixel size is too large. Any way to either cut them or shrink them to fit 100 x 100?

You can user Microsofts photo editor or paint, or something simular to edit pictures.

I just downloaded some freeware called IrfanView. I resized a photo to use as my avatar. worked great and easy to use.
