I catch a lot of big fall pike over rocks in 12 to 20 feet of water. Windblown points and reefs are the first places I check in late fall. I usually catch these fish deep but don't see why a topwater would not gather some interest. If you drag that lure over a hot fish, 2 or 3 flicks of the tail is all it would take to eat it.
