If your looking at just getting OBDII codes you shouldn't have to spend more than $100. if your looking for OBDII and ABS you can expect to pay around $250.

You can find low end scan tools that will get you codes and limited data for less than $500.

As far as brands pick a couple that peak your interest and do a little research. Make sure they can do what you expect and are compatible with the vehicles you own.

The Launch Creader line is a pretty decent entry level scan tool.
