Jiffy Pro 4 lack of power

Had a hard time keeping my pro 4 running! This is my third season with it! It never really seamed to run wide open for some reason! So my mechanic and I replaced the spark plug, didn't help, tested the compresson in the cylinder and it was at 30 or 40! Not sure if thats rite, so we pulled off the muffler and pulled it and it started and ran wide open like it finally grew some balls! It was amazing! I blew threw the muffler and it seemed a little restricted but not much at all! I ordered a new muffler from Jiffy, hopefully that solves the problem! Was wondering if anyone else had had a problem like this, and if this don't fix it, any sugestions would be welcome! Thanks

I don't know if this could be it but every pro4 I have taken apart that had a running issue has had water in the regulator. I would try taking that off and see if there is any water that comes out. And the compression should read 100+
