Try this...

Take some sandpaper and roughen up the bottom side of the cover lip. Clean it with some alcohol then place a very light bead of silicone on the lip. Also apply a very thin layer of vaseline on the matting side of the floor ring. Snap the lid in place and allow the silicone to cure. Once cured pop off the cover and clean up the vaseline. You now should have a permanent seal.

Have the same issues in the Snobear with snowdust when traveling. I found some 1/2 wide thin weatherstripping and went around the sealing surface of the lids and it has worked pretty well.

I was worried about the foam absorbing moisture and freezing and possibly tearing apart, which is why I didn't suggest it and went with a silicone solution instead. Have you noticed any issues with that?
