Using brush to conceal blind in Minnesota WMA

I see in the MN 2013 Hunting & Trapping booklet that one must remove nightly any materials brought in to a WMA to conceal or disguise a blind. Is it OK to use local materials: grasses, small branches from the WMA?

You can use the local foliage to brush in your blind. I believe that you can only cut down "brush" and not any trees that are of a certain diameter. I want to say 1 inch, but not totally sure. I know its 1 inch on state lands.
