Does my sportsman 400 have enough power to turn the 26" blackwater tire kit? I have talked to a few people and I can't see any reason why it wouldn't be able to.

You shouldn't have any problem as long as all four are not 12" wide (I've seen that a few times) Wide on the back and narrow up front should work good.
