One thing I am curious about is there are muzzleloader units that have a quota of 85 deer, 284 people applied for this unit (223 res. 61 non-res.) Residents and non-residents alike all earn preference points year to year. Here is the question: Since there are more residents applying for this unit than available permits do the non-residents even have a chance? Would a non-resident with 8 preference points have a chance to draw this unit over a resident that only has 4 preference points? Are we all on an even playing field?
