I just bought a 2004 16 ft. Lund with a 75 hp ETEC. At full throttle, and two people on board, the tach reads 4600. I think at full speed it should be from 4500 to 5500. The prop is 13 3/4 x 15. Do I have the correct prop?

You are barely in the recommended full throttle RPM range. So it depends on how you will be using your boat. Dropping down to a 13 pitch would get you up to about 5200 rpm which would probably be better.
