Small fish

I've been fishing the same spots for about a week now and the size seems to be getting smaller and smaller (biggest tonight was 12in), despite not keeping many fish. Is this a coincidence or do the bigger fish tend to move in schools apart from the smaller fish?

The spot I'm fishing is over shallow rocks, about 8 FOW. The fish have a strong preference towards shiners there, so I'm guessing it's a shiner spawning site. Will the smaller fish move into a spot like this as the spawn ends?

a week in the same spots, I'm just guessing but the fish arent reloading to those spots. you might have fished those rock piles out. I know its hard to leave fish to find fish but time to pull up anchor and go find some similar structure or something completely different like cabbage. I dont think the small fish will leave the shallows for another couple of weeks at least.
