Recently read an article about saltwater tactics for skis. They talked about trolling and using teasers - I believe it stated that even in a "one line" state teasers are legal if they don't have hooks. 1 - is that correct? 2-do you have any ethical issues with running extra lines even if they don't have hooks?

Personally I don't like the one line rule but I follow it. Wouldn't test a teaser line tactic without first talking to the C. O.
