fuel filter on a 2 stroke Mariner 9.9

I have a 2 stroke Mariner 9.9 that is about 30 years old. It has numbers on it that are o62C 1361488 and it was made in Japan. I have had it in storage for at least 8 years. I am working on getting it running and it appears a new fuel filter is needed. I have disconnected the two fuel lines and the nut that comes out of the top but it will not come out. I either have to somehow get to the base of the bracket or start to take the throttle linkage from the tiller handle out. Any suggestions? I don't know if I have to buy the entire new housing or if it comes apart and all I have to do is replace the paper filter inside. Which is it, and where would I find that part(s)?

I have not tried to start it yet. I am replacing the plugs, the lower unit oil, and cleaning off what I can see when I take the cowling off. Grease where I see a zerk, grease the throttle gear under the cowling.... Other things need attention?
