Fuel line problem

So I just replaced my fuel line to both my kicker as well as my main outboard. After I had the lines together I tried priming and the kicker primed immediately but could not get the big motor to prime. Pulled apart this morning, got the big motor to prime but now the kicker won't. I can here the fuel come up to the valve and it sounds like it is trying to come in the line but only a little makes it to the motor. I know my tank is very low, could this be the cause? Both primer bulbs were changed and they both point in the right direction, I also didn't change anything from yesterday to today, just took it apart to make sure the valve was still good.

I would also make sure the bulbs are place where the ball doesn't have to defy gravity to close. I only ask this cuz I had issues with this earlier this year with an inboard tank. Did you replace all the lines? I had some under the floor that was rotten enough to allow air in the lines and it would never fully prime. Sounds similar to what you have going on. If not make sure all your fittings are tight enough to not let air in.
