Quick strike rigs in MN?

Just wondering if over the counter quick strike rigs are leagal in MN. I thought you needed to add a spinner or something to make them a lure due to the one hook/line for live bait.

It is true you need a spinner blade on a quick strike in Minnesota. Many bait and tackle stores in Minnesota carry quick strike rigs w/ spinner blades.
