15 EVINRUDE FOULED PLUGS?

hi today went to the lake. my one or two pull starting came to a end wouldnt start bulb was firm i pulled at least 50 times then my wife did too. did it so much the unburned oil was just oozing out the bottom didnt have a plug wrench with went home. put in the old plugs hooked the muffs up started one pull ran it for 10 minutes went to the lake runs great 1. what causes fouled plugs i'm guessing this was it they are 2 months old. they were slightly wet but not gooped up looked just like the old ones i put back in. 2. is there a major problem here it just out of the blue wouldnt start. it has had new fuel pump, carb rebuild, new bulb lines and tank i use inline filter fresh non oxy gas just a fluke or oh oh
