fishing kits fund raiser

My neighbor called me asking about selling fishing lure kits for fathers day as a fund raiser for boy scouts. I said that I knew of some kits like Mepps, Rapala, etc. Their price level is to sell them for $10.00. My question is how do they go about getting kits like these to sell as a fund raiser? Do they need to contact retailers like GM, Cabelas, BPS, or do they need to find wholesalers? Any suggestions would be helpful.

My best suggestion is to directly contact Mepps, Rapala, etc.

They're quite capable of putting together custom stuff if there is enough volume in it, plus since it's for a good cause they may jump on board.
