For licensing, when is a kid 12?

For DNR licensing and firearms safety, is age based on:

1. How old they will be that year

2. How old they are at the start of the season

3. How old they are at any time during the season

4. How old they are at any time during the season they are actually hunting

5. How old they are when they purchase the license

Just a little confused and didn't see it anywhere in the regs.

I'm talking more about the ages for various licensing requirements on pages 30-31 of the regs.

i.e. when a child is 11, they get a free big game license. When they are 12, they have to purchase one. If my kid turns 12 tomorrow, should I go get the free license today?

Or doesn't that matter because it depends on how old they are during the season. Or is it how old they are during the hunt.

I called the DNR info line and they didn't have an answer.
