Im new to the sports

Alright so I wanna start bow fishing carp and spearing sucker fish. The thing is I know nothing about it. My main questions are:

1. Can you bow fish carp and spear suckers where ever you find them or is their certain places you can and cant?

2. What are the best times for bow fishing carp and spearing sucker fish?

3. Is there anybody out here that would be willing to take me and my friend out bow fishing and/or spearing?

4. Or if not, can you tell us good places to do both and when the best time to do both at those places are?
