Goofy bottom fishing rig

I don't know if this picture link will work, so I'll describe the rig. It's a Y-shaped wire rig with a 1/2 or 3/4 oz. sinker on the bottom arm. Above the sinker is a small-diameter clear plastic tube, a styrofoam float which slides on the plastic tube, and a large bead at the top of the tube. Both upper arms have a heavy 6" mono leader, a fairly large red hook and an oval float on the leader like you'd use on a lindy rig to float a leech or crawler. The only place to tie to the rod is at the bottom, below the sinker, but that doesn't make sense to me. Any ideas?

My question is why would you want to make sense of it ? grin

To me it looks more like a contraption that could be done much better with a 3 way swivel but that's just me. wink

Is this the way it looks right out of the package or has someone had a chance to re-rig this thing ?

My best guess would be that a leader needs to be tied on to one end of the mono and the other end of the mono should go to the line on the reel and the Styrofoam is there to keep it upright.
