Well, we can start with the easy stuff.

I well positioned light over the work table. Electric or a hook for a lantern.

A table that can be sanitized. Look on local auction sites that might be liquidating restaurant equipment. A stainless table with short walls (1-2") and a drain hole would be ideal.

Screened walls to limit the bugs attracted to the light.

Or you could do an open one like below.

If you live in MN and plan on cleaning any fish after dark I would say 100% inclosed with screens, unless you want to spend more time killing mosquitoes then cleaning fish. A counter with some type of drain to slid fish guts through, and a source of running water to clean the counter off after your done. A good light source like mentioned above, and if you like electric fillet knives a power source would be nice. just my 2 cents

I second the screens, they are absolutely needed!

Also, cover the walls with plastic or metal so they can be washed down (lots of splatter), try to use something other than plastic laminate for the counter (the underlayment soaks up water), and make it easy to sweep up the floor.

At the resort, we had a freezer where the "leftovers" could be stored until trash day. We used small plastic trash cans lined with plastic bags so the bag could be pulled out and put into the freezer when done cleaning. It kept things from getting stinky.
