I fish the Rum River in Anoka during the summer and launch my boat from the fair grounds, it is a very beautiful drive up the river during the summer. The river has a no boat wake zone for several miles up river. I have a couple questions:

1) Are ATV's allowed on the river during the winter, if so is there speed limit?

2) Can you park and unload at the fair grounds and use the boat access?

3) Are there open water spots up river from the fair grounds that I need to watch out for. I know they lower the river in the fall so is there much water flow this time of year?

Thanks, just looking for a nice beautiful Sunday afternoon ride on my ATV this winter.
