removing center counsel/seat belt question

I need to put a new female end of the seat belt in my '96 ranger. It has bucket seats with a center counsel. must have had a large guy in it before because it is the super long female end on it now. I'm going to get a different end at the junk yard... I have a couple ?'s...

1. How do I remove the center conusel?? I found 2 screws under the front cup holders, but how do I get into the back of it?? I can't figure out how to get under the storage??

2. what kind/size wrench is it?? Just from trying to look with a flashlight, it looks like a star bit???

3. is there anything besides unbolting one and bolting the other one on it??
