I don't think I've tried night fishing for bass on a river.... has anyone else?

Yes - jigs, but when the water temp is much cooler.

Just go slow since the water is low, unless you're in Pool 2 or something, but upper sippi is a mere trickle and hazzards await.

Night fishin isn't too bad unless you're casting to the shore and you can't see.

For bass - go big and dark and make some noise. Single black blade spinnerbait, black buzzbait, black jig - unless you have stuff that glows and that can be hot. What's a walleye? J/K I'd say jig and minnow for eyes or jig and plastic (ring worm) just a thought I don't fish for eyes unless it's ice fishing.
