re-seeding perrenials

Anyone have any suggestions on when to re-seed perrenials? I know they will come back anyway. I collected the seeds from my delphiniums and mallow. should I wait until spring or do it now? Do I bury them or scatter them above ground? I just want to help them fill out more in the same general area. Also, any tips on how low to cut of the plant before winter or just leave it.

Cut plants bout 1 inch above ground,BUT WAIT TILL FROST GETS EM!!Sow seeds after warm weather,or now like they would fall naturally,some have to overwinter "freeze"

Thanks SB, thats what most people have told me as well. Me and the wife are kinda new at this "flower farmin'" stuff. I've invested quite a bit of effort and want to do it right.
