Loss of power in Minnkota Autopilot

I have a Minnkota autopilot that does not have the power that it should. It has a new battery. When I put the speed at 4 it barely spins the prop. I would say that the power is half of what it should be in speeds greater than 4 and no power when at 3 or less. Any troubleshooting ideas would be greatly appreciated.

if 24v, make sure both batts are charged well. Also MAKE SURE both batts, or if 12v the single batt, has enough water in it. It should just be over the lead. It sure sounds like that could be your problem.
