how is there no sales tax? its my understanding you pay the sales tax to the dmv when registering a vehicle bought from a private owner.

Aaronsaar is right. you will pay sales tax eventually. If you're lucky the folks at the DMV are cool and the conversation will go something like this: You are required to pay sales tax on the amount you tell me(wink,wink)that you paid for the vehicle.
