Spearing for Non-residents?

Just wondering if anyone knows if Manitoba or Saskatuan allows spearing for northerns to non-residents. I've always thought that it would be an awesome experience to spear on a Canadian lake but have had trouble finding any information about it. Just wondering if any of you can help me out with some sites to try or just personal knowledge. Thanks a lot.

I believe Canada does not allow any spearing. Not even for residents.
