What's the deal?

I've only been watching NASCAR for about 5 years now, so this may sound a bit stupid to some of you more experienced guys, but one thing I just can't figure out or haven't been told is what's the deal with having cars on the tale end of the lead lap, yet re-starting after a caution in front of the leaders? Is it because some guys who are a lap down will stay out on a caution, ride behind the pace car, and when the leaders come back out they are behind them? Wondering why NASCAR doesn't let them go around the track and get to the back of the pack? Because they haven't earned it?
