quoting from the regs:

"Any person who did not apply, or who was unsuccesful in the turkey lottery may purchase a 14-day Archery turkey license.....for areas with at least 50 permits per time period". This runs the last 14 days of the overall Spring turkey season. May 13-26th I believe. I'm pretty sure that you have to select a permit area, due to the rule about the "50 permits per time period.
