What is a 4² bait fish ?

The Rules on the Brainerd Jaycees Ice Fishing Contest Line #18 says:

"All bait fish must be 4² or smaller. Any bait fish over 4² will not be allowed on the ice."

Anyone know what that is exactly?

Looks like a formating issue,.. I am sure it is meant to be 4 inches, 4". For some reason it came across incorrectly on your web browser.
