If it just started when it got cold out, below freezing, more than likely there's some moisture and crud that is freezing in the cable. First, try some cable lube from your dealer. If that doesn't work, the cable may have to come off and be cleaned and lubed. If you disconnect the cable from the carb, check it then to see if it moves freely.
