Where are the fish?

In the past two weeks I have fished 11 Mile twice and Wolford once with basically the same results. Very few fish marked, even fewer strikes. I always thought that first ice was supposed to be the time to ice fish. I have punched a bunch of holes, fished different depths and tried various baits, jigs and lures. I have fished early, late and at different locations, still no positive results. Is it just me, or has any one else had a similar experience? I'm open for suggestions. <'((<
