best time to fish???

I heard that anytime is the best time

Carp bite at night. I almost lost my rod to a midnight carp attack.

where I fish for carp, the best time is from 10:00a.m. 'till 2:00 p.m. I'm not sure why, maybe it has to do with the water clarity.

I notice that people seem to come right as the sun is going down to fish for carp. I was wondering if that is the best time to fish. If it isnt, when is it? thanks
