Speed one requires all the resistors to drop voltage to the blower motor to get the lowest speed. Speed two requires one less resistor, speed three one less, etc. The speed two resistor has likely burnt out. Since speed one and speed two rely on that resistor both of those speeds stopped working. The blower motor resistor is readily available at your local parts store. It will be located under the passenger side of the dash near the blower motor itself.
