Wisconsin audit ended up being a joke if you take the time to look at it.

I'd disagree. The WI audit led to some good recommendations. Some of those recommendations are being put into place this year. The idea of having separate public and private land tags is far from a joke. If it works as intended, those with too high of populations on private land will be given the tools necessary to drop their densities. Meanwhile, having limited public land tags available will insure public hunting grounds don't get hammered to carp like they used to.

I've talked with a quite a few WI guys about the changes. The vast majority of them are tentatively optimistic about what the audit recommended changes will bring.
