Yes they can be resharpened BUT depending on how much material was taken off the edge you might find that there isn't enough bite.

See the round flat plate/mount and blade.

The distance the blade protrudes below the plate determines the depth of cut.

Every time you sharpen the blade that distance decreases.

So the blades could have been sharpened correctly but your drill rate is poor because there isn't enough bite.

I'll mention that this mount can bend intentionally and unintentionally.

Remove the blade. A steel bar clamped on both sides of the mount to ensure an even bend. A little goes a long way. Just remember if you made this adjustment for a resharpened set of blades, it'll need to be brought back when installing a new set of blades.
