Concrete Floor Question - Cleaning , Leveling

Hey,

I recently opened up a cistern room that was no longer used in my basement and am going to level the floor by adding concrete. I was told to use muriatic acid to clean the floor before I poured the concrete to level the room. Is this necessary and is it a good idea inside a house? I know this is some nasty stuff and protective equipment will need to be used. What are other options or suggestions for prepping an existing concrete floor so new concrete will "bond"?

How out of level is it?

And yes, that muriatic acid is some nasty stuff, I used it my garage and was having a tough time, and that was with the doors and windows open, and I think I was even wearing a respirator.

Some of the self leveling compounds use some type of primer.
