Onboard charger - one bad bank?

We have Guest 3 bank, probably about 8 years old or so. Middle bank (starting) is fine. One trolling batt bank is putting out the normal about 14 amps. The other trolling batt bank is only putting out like 3 amps.

We know that connections are not a factor (removed them all for testing). There are no breakers or adjustments to be made. Is it simply time for a new charger?

We keep boat in garage, and swapped leads (and capped 3 amp lead) so that it is easy to hook up a stand alone charger to the lone battery, but will need to get it fixed for long term. I am guessing bite the bullet and pony up for new charger...?...
