New law for layout boats

Did they pass a law now where they will allow "layout" boats during duck season or was that my imagination? I believe that would get rid of the concealment in vegetation rule right? I can see it if your on big rice lakes, etc but not on small lakes..it would be possible I imagine for someone to set up in the middle of a slough and become the "Black Hole of Death" thus cutting everyone else out..not sure how I feel about this...

The way I read the law it's written to allow the DNR to decide what lakes layout boats will be allowed on.
