Buddy picked up a wheeler this past week but there isn't a serial number. It was a "concept" type unit from polaris before they started making the phoenix. He's wondering how to register it. I told him to check with the DMV as they've probably run across this, but didn't know if anyone had suggestions. Figured it'd be the same as a home built buggie or motorcycle.
