It is really tough to photograph those white birds on a sunny day! With any type of background (swan not filling frame) I would dial in -1/3 or -2/3 exposure compensation to help from blowing out the whites and losing detail. If you have predominantly swans filling the viewfinder you may find you have to open up 1 stop or more!

The absolute best solution is to shoot there on cloudy, misty days, early morning or late evening.
