I would try just south east of the boat ramp right in front of that passage way. Looks to have good depths right there. And I would work my way east into the deeper water while trying to locate fish. You have a flasher correct?

I have no idea as to a permit, I have never fished the lake. I just looked it up and looks to have some good depths to try out. Also looks like an interesting lake to try for the first time because it appears to have a few obvious points to fish. Good Luck.

The first access you come to on Cty 22 is your standard public access - no fee. I'm confident the second access on the north basin is also free but I've never used it.

The area already pointed out can be a good tip up area as well as out from that north access. Just get out to the weedline, which is quite a way out there and work either right or left. The area in front of the beach carries a little deeper water.

Coon has had a reputation as fantastic pike lake for numbers and in its hey day it was a great crappie lake with both numbers and size. I think you may find it a little less productive than it has been in past years though. The lake still seems healthy but gets a lot of pressure.

Fish tight to the weeds or even up on the flat for the pike. At least in the summer, the lake produces off subtle features such as depressions on flats and changing weed growth. Find coon tail if you can.
