The disconnect can be no higher than 6'6" off the ground. That is measured to the top of the handle in its upmost position. If the area you are putting this is subject to flooding, contact your local inspector to see if there are special conditions for this area. Holman field in St. Paul for example has special condions due to the risk of flooding.

The more I think about this, some of it is coming back to me. It's been awhile since I was involved with residential work so forgive me. There are the NEC legal requirements for the meter but the eletric utility has the say, and if I remember right, they have a different standard than what the NEC does.

Give them a call and see what they say. When it comes time to hook up power and if they don't like it things won't go smooth.
