Another Stamp Question.

When I look at the migratory waterfowl stamp fee on the DNR HSOforum, in the description it says "Valid for resident age 18-64 and all non-resident to hunt migratory waterfowl in Minnesota in addition to a small game license and HIP certification."

Does this mean if I am 16 I don't need a stamp?

ages 16 and 17 need some form of small game license, federal stamp, and HIP certification. No state stamp until you are 18.

Directly from the act, itself:

"no individual who has attained the age of 16 years shall take any migratory waterfowl unless, at the time of the taking, the individual carries on the person of the individual a valid Migratory Bird Hunting and Conservation Stamp, validated by the signature of the individual written in ink across the face of the stamp prior to the time of the taking by the individual of the waterfowl."

Basically, if you're 15 or younger, you don't need one. 16 or older, gotta have it.
