Is fishing license required to possess game fish?

I've been reading about all the people getting busted for having over the possession limit in there freezers. If I give my 86 year old neighbor a couple of limits of fish when we return from a fishing trip and he and his wife don't have fishing licenses, are they in violation of MN regs? The fishing regs say you have to be licensed to transport, but make no mention that someone has to be licensed to have them in the freezer except for what is there counts as a possesion limit. I don't think that the CO's are going to harrass my nighbor, but I was jwondering how the law applies.

I believe in gifting of fish you generally need to include a sheet of paper with your address and license number (or whoever's name/license the limit pertains to.)
