The absolute best way is to use a Y style yoke that attaches to both transom eyes. Otherwise tie a simple over-hand knot to one transom eye. The other end, with the loop, is for attaching to the tube. On the tube, there should be a plastic hook shaped like a modifed "C" that the rope loop slides around. Loop it twice around the hook. Use the same harness as for skiing. Should be a ring on each side of the transom. The harness clips to each ring. Atteched to the ring is a pulley with a clip for you toe rope. Theres a float to help keep the pulley out of the prop.

Mine came with a loop on one end and a clip on the other end of the pull rope. Feed the rope through the loop of the tube and then feed the clip end of the rope through the loop of the other end of the rope. Pull it tight and clip the end of the rope to the boat. Works good to clip the rope on the passenger side of the boat so the driver can see the tuber easier.
