Rigging question

Not sure which forum I want to throw this in but I figured I'd try here.

I'm trying to figure out a good way to drag live bait while casting that won't get too many snags. I've tried it before but it wasn't worth the hassle. I'm thinking of going to a 3 way rig with say a 3/0 octopus hook up about 12" from the bottom. Thinking channels, walleye, and smallmouths all would be fair game depending on the water I'm casting in. Typical speed is about 0.5 mph

Or does anyone know a better way? I've tried this before with other rigs and have only found snags. Also should I go with the medium or medium heavy rod? I'm leaning towards the MH as a chance hookup with a sturgeon is always possible on those WI flowages. I'm not much of a cat fisherman but any hookups I can get with minimal hassle will be a bonus, as casting for muskies can seem completely futile at times.
